Yes, the third official, but there is more. Here is a link to the USATF rules book pertaining to records.

Note Rule 264.2 regarding who is supposed to be there and do what.

who cares....unless it's for a worlds record and how many times has that happened at a street or beach exhibition...they are just for fun . If some one PR's does it have to be measured to the fraction or cm.??
