Am I too old?
Is 19 too old to start pole vaulting if I want to get to a high competitive level?

You're never too old. Many decathletes who've jumped 17'+ never vaulted until they were a freshman in college.
There are many different levels of high competition (world class, national class, age group, masters, etc.) and as long as you don't have unrealistic expectations you'll become addicted to the sport in about 2 days.
