Why did Whitt pass at 5.70?

I believe he still would have needed to clear 5.75 to win because of the miss at 5.65 (which according to score sheet he passed the last two attempts so he made 5.60) Since Irwin made 570 on first - he was going to be ahead on the countback

Once Irwin made his first attempt at 5.70, Whitt needed 5.75 to win.

By rule, if they both make 5.70m on their 1st and don't make another bar total misses would apply. Jack had 2 and Andrew had 3. Jack would have won.

They first go back to the previous height then total misses if tied from there. Jack could not have won at 5.70. He had to make 5.75 before Andrew.

Ties—Vertical Jumps
ARTICLE 6. In the High Jump and Pole Vault, ties shall be resolved as follows
(see accompanying example):
a. The competitor with the lowest number of jumps at the height at which the tie
occurs shall be awarded the higher place.
b. If the tie still remains, the competitor with the lowest total of failures
throughout the competition

The example they gave actually had someone doing what jack did, passing and then making the next height on the same number of misses, but then that does not matter because they go back and look at only total misses. The only height that matters what attempt you make it on is the final height cleared, then it goes to total misses.

So in Jack's situation, 5.70 on the first attempt would have won.
