bar placing

Hi,

I would like to know if there is a rule about bar placing in the US and other countries. I think I read somewhere that there is a minimum bar placing of 40cm's, for safety reasons.
This weekend in the Netherlands I saw a coach place the bar for his beginning vaulters at 0cm. It was quite scary and I tried to adjust the situation without putting the coach down.
In the Netherlands an athlete can place a bar between 0cm and 80cm.

For high school in the USA:
NFHS Rule 7-5-19:
A competitor shall have the standards or uprights set to position the crossbar from a point 15.5 inches (40 cm) measured beyond the vertical plane of the top of the stopboard, zero (0) point, up to a maximum distance of 31.5 inches (80 cm) in the direction of the landing surface.

For masters:
RULE 183
POLE VAULT
1. (a) Where the standards permit, a competitor may have the uprights or supports
moved back, but they may not be moved in the direction of the running
or runway, and they may not be moved more than 80cm toward the
landing area, from the prolongation of the inside edge of the top of the
stopboard.
NOTE: For Youth Athletics exception, see Rule 302.5(l).

For masters this implies it is OK to have the standards from 0 to 80cm. I don't know about Rule 302.5(l).

I also don't know about college rules.

Masters can have it 0-80. College is 45-80. I think USATF Youth is 40-80. USATF Open is 0-80, but there aren't that many true open meets.

Well, I found the rule:

For Youth Athletics exception, see Rule 302.5(l)

302.5(l) In the Pole Vault, movement of the uprights (Rule 183.1(a)) shall be limited
to the area between 40cm and 80cm from the stopboard in the direction
of the landing surface.

So it is the same as NFHS rule for high school competitions.

So it's 0cm till 80cm for adults and for safety reasons 40cm till 80cm for youth.
