Re: holding the swing/waiting
There is no waiting or delaying. No passive phases in the vault.
What you see is the vaulter extending their body once they jump and finishing their takeoff. As the takeoff finishes, the swing begins.

no delays...
from the time the plant is over and the arms are fully extended.. as the toe is leaving the runway the swing has started and should continue.. fast..
to vertical and off the pole...
19 foot vaults only take 1.50 or less from toe leaving to maximum body mass height over the bar...

Re: holding the swing/waiting
Regardless of grip height, all vaulters should swing quickly after takeoff. Ensure that you have stretched your takeoff toe backwards as soon as you leave the ground. Once you have stretched the toe backwards, whip the toe and trail leg as quickly as possible.
