Well if you were going by population and vaulters produced, those lists would be very different! eg USA population some where around 250 million and Australia 20 million
Cant really say whos best without factoring in numbers in each country i think, but thats just my opinion!

Australia has six men at 5.75 or more, not five:
Steve Hooker 6.06 in 2009
Dimitri Markov 6.05 in 2001
Paul Burgess 6.00 in 2005
Viktor iChistiakov 5.90 in 1999
Simon Arkell 5.80 in 1996
Jimmy Miller 5.75 in 1996

Adjusted for population:
"Coefficient" = # of top vaulters / population (in millions)
Men:
Israel - 0.57
Australia - 0.28
France - 0.27
Kazakhstan - 0.20
Germany - 0.16
USA - 0.13
Poland - 0.13
Russia - 0.11
Ukraine - 0.11
Uzbekistan - 0.11
Women:
Sweden - 0.44
Australia - 0.40
Czech Republic - 0.28
Germany - 0.19
Poland - 0.15
Canada - 0.12
Russia - 0.07
USA - 0.06
France - 0.06
China - 0.005
Some pretty impressive stats for Israel and Sweden there!
Just for fun - "6 meter coefficient" = # of 6m vaulters / population:
Australia - 0.143 (Hooker + Markov + Burgess / 21 mil)
France - 0.032 (Lavillenie + Galfione / 62 mil)
Germany - 0.024 (Lobinger + Ecker / 82 mil)
Ukraine - 0.022 (Bubka / 46 mil)
Russia - 0.021 (Gataullin + Tarasov + Trandenkov / 141 mil)
South Africa - 0.020 (Brits / 49 mil)
USA - 0.013 (Hartwig + Mack + Stevenson + Walker / 307 mil)
-Andrew
Edit. corrected for Australia - 6 over 5.75

It would be interesting to see the lists adjusted for how much support athletes get from their NGBs.
