When I try to work on Bubkas, Where you start in a V hanging from the bar with your ankles also at the bar...then you get your hips up so you are upside down and your hips are at the bar with your hands(they may not be called bubkas and im an idiot but thats besides the point), I can only get up slightly past my knees and cant get my hips to my hands and stay there. I was wondering if anyone knew some drills or other exercises that will build my strength enough to get my hips up more.

Make sure you are keeping the bar really close to your thighs. If you get away from the bar just a little its over.

You could start out doing "cheater bubkas". The motion is the same as a normal Bubka, but you put one leg between your hands on the inside of the bar. That way when you go down your leg kind of balances against the bar to keep you from falling over, and when you go back up, your weight is balanced a lot more evenly, and they are just lots easier.
You other option is to have someone spot you on regular Bubkas. And of course doing lots of leg lifts and other ab exercises to build your abs strong enough to be able to do them.

just work on anything that will strengthen your abs. everyday you should do something to strengthen your stomach. If you know what V-ups are do them do about 4 sets of 10 everyday and increase the amount as they become easier. They will really help you out.

It sounds like you pretty much have it you might just need to drop your shoulders back when you get your knees to the bar from there it just kind of happens

Do negative Bubka's--- start out in the top position and move yourself slowly into the start position, as slow as you can. This will build the strength to do real ones. I spent about two months doing negatives and then all of a sudden one day you'll be doing a few at a time.

depends on the person...imo, vault grip like you would be on the pole, (for righties) right palm facing you, left palm facing away from you
