In Reno I heard the Australian coach say that if you hadn't read Petrov's letter then you hadn't really studied the pole vault. Well i hadn't even heard of it before Reno this year. Anybody know where one could find that letter?

I am guessing this is not what he was talking about, but if you want to know more about Petrov's concepts, it is a good article to read.

I have to confess that it was I who suggested ( at Reno in 04) that if you had not read Petrov's paper you could not regard yourself as educated in the pole vault. The paper was his presentation at the European Coaches Congress in Birmingham England in 1985. It lost a little in translation and i suspect that unless you already understand the elements of the Petrov/Bubka model, you will not find it easy to identify many of the 'pearls of wisdom' the paper contains - but you should still read it because the process alone is worth the effort.
It i posted on beginnertobubka.com and when i find time i hope to take it one sentence at a time and expand it. However this paper - along with discussion with Petrov and observation of his methods - did provide the basis for BTB.
