Ash, it is my understanding that it would be the next-to-last step in which there would be a slightly longer step and the step in which the vaulter should use a rolling foot contact, striking heel first with a dorsiflexed foot. This would provide a lowered center of mass just prior to takeoff. The takeoff step would then be a shorter, explosive jump step in which the takeoff foot should land flat on the ground enabling the athlete to actively jump into the takeoff.

If I remember correctly both steps are rolled. You can see it well in Marcov's jumps, which he does well seeing he takes off past 13'6" and has one of the biggest takeoffs (as well as a 15' stiffpole grip).
