Actually, those words were removed from the NCAA rules book several
years ago. However, we (officials) continue to encourage all levels to tape their poles from the bottom up.
Trust me, the last thing we want is to force a retape half way through competition or get into a gripe session between coaches.
NFHS has never had any taping recommendations as far as direction. I do encourage all those to tape bottom up just to prevent rolldowns and retapes every other meet.
USATF no longer has tape layer restrictions, nor directional. But we still encourage a bottom up taping.

Top to bottom has always worked for me. But then again i did learn from my older brother (USMC Vaulter). so...... Mine never rolls either and i keep my poles taped for probably over a month before i change it. But it boils down to personal opinion

Ridges that give you an unfair advantage???
The whole purpose of tape is GRIP, so no sh-- the ridges give you more grip. I swear some high school organizations are retarded. In any event, if your state says you cant tape top to bottom then you cant - but the national rules dont say anything about it.
