Ive got the same problem as you except i drop my legs once i get to about 9 o clock.
My pb is 10' and i vault on 14'.
I get my speed up and have a perfect plant and i start to swing. I get to about 9 oclock and drop my legs. I seem to kick the bar (when i dont clear) or scissor kick it (i usually clear)
My coach says join a gymnastics club because im still not really used to everything in vault. Ive only been vaulting for about 7 months.

Being gymnastic is always good, however i would suggest not just joinging the gymnastic team, look for a local PV club. Best way to learn how to pole vualt is to pole vault. If your a great gymnasts you're not going to show up to track practice and be sarafian. BUT it does help. get a coach, and start training like a vaulter.
Pole vault takes allot of core strength. Shot in the dark your plant is not 'perfect' allot of things need to come together to vault high. This is one thing that may be a place to start training, If you're plant is 'perfect' start bumping up hand grip and start to swing allot faster to get upside down. Being able to squeeze your abs and rotate from your sholders needs to happen before you can snake up the back of the pole.
