Contact all the head coaches of the universities and JCs in your area and ask if you can be entered.

Where are you at? I'm in Eastern Washington and we're moving outdoors about that time.

If you can find results from the year before, you'll get an idea for whether or not they allow open athletes, and what opening heights are. From there you just need to contact the coaches and see about entering.
