According to the National Federation of High Schools there is a revision to the tie rule in field events.
Rule: 2-2-2
Delete present wording. Replace with:
A tie in a field event occurs when two or more competitors finish with the same distance or height.
I think this is a good rule because it makes the pole vault safer. If a vaulter is worried about loosing to a competitor after that competitor has made a height and you have more misses at a lower height, you won't have to be worried about passing that height and trying to make the next height just to keep you from loosing. Instead you can vault for the same height and still get the tie.
See: http://www.nfhs.org/sports/track_rules_change.htm
Misses no longer count against you if you tie at a height

nothings changed here
Nothing has changed with regards to ties in the vertical jumps.
Ties will exist for all places except for first.
The higher place will go to the one who has the fewests misses at the tied height or if that is the same, fewests misses throughout the competition.
