That's correct Robert. Tie break (a) is applied first and if that breaks the tie, you go no further. That's what a lot of the younger vaulters seem to misunderstand. They feel or think total misses is an automatic part of the tie breaker.
For that matter, mistakes are made in determining places by officials. That's why a second set of eyes are to look at the results independently. In a recent meet, the recoder wanted to include the jumpers Passes in the criteria. That rule section was removed quite a few years ago, but some just forget after a long day at the jumps with fourty or more jumpers.

I have a question about going to nationals do you have to get the qualifying height at a specific type of meet or could it be any meet
If you cant do it right , do if 10000 more times till you can
