I thought that vaulting on poles at or below your weight was just an NFHS rule. Did they adopt it for Junior Olympics as well?

Pole Vault
Contestants in the pole vault competition will be weighed. All poles will be inspected for the manufacturer's pole rating and the maximum top-hand hold position as determined by the manufacturer. The competitor's weight shall be at or below the manufacturers pole rating. (NO TOLERANCE)
Poles will be impounded at time of inspection and delivered to competition site at time of warm-up for the event.
Weigh-in and pole inspection will take place on the following schedule:
YG, YB
Wednesday, July 30
2:00 - 5:00 p.m.
IG, YW
Thursday, July 31
2:00 - 5:00 p.m.
IB
Friday, August 1
2:00 - 5:00 p.m.
YM
Saturday, August 2
2:00 - 5:00 p.m.

Yes the weight rule applies to Youth Sections in USATF - Rule 242 - Number 5.n - same basic wording as High School Rules

We got a call that they wanted to know the standard lengths of our poles as they are also measuring the poles for cut off and altered poles!

Inspection
Well that would stand to reason that if they are going to inspect them that closely, they would be looking for the engraving on the pole and not just the stickers...if the pole has been cut at the top, the manufacturer's engraving will be gone. We have one that came in for the school a few years back with the top few inches crushed and then the coach cut it off, so it has no weight sticker and no engraving and no maximum hand hold mark. We had it flexed for us and it changed from a 140 to a 145. We don't know what the original flex was. She just uses it for pop ups and so forth from a few steps, so we know if they are inspecting poles at any meet that she won't be able to use that pole in warmups.
