The USATF rules appear to be less specific regarding the number of layers as long as they are uniform. Those are the rules that typically govern the masters events. We bought an old Fraser pit that had extensions and a top pad made by Pro Tex Sports Products. Our vaulters love it because it is soooo soft!

Several people have found used conveyor belt to use as a surface. I would think there would be some industries in your area you might could check with.
