I think the rule is clarifying the where. Coaches could use electronics if they were in an unrestricted area. Use of electronics would now be allowed in those areas.

That is odd considering most companies that make pits, make the top cover about 3 inches short all the way around to keep things snug.

I would think all you would need to do is go through Community Ed and Rec. Usually they ok outside groups on facility use. I don't know the specifics, but I did talk with an Altius dealer he told me that they are building carbons, they are $50 more than the regular glass, and they cant keep up with the orders.

You can also achieve the same result by adding weight to the ends of your crossbar. They don't blow off in the wind then.
